Dubuque Street, Iowa City, Mon. thru Fri., between 7:45 a.m. and 5:30 p.m. and at www.johnsoncountyiowa.gov.
Chairperson Heiden called the Johnson County Board of Supervisors to order in the Johnson County Ad-ministration Building Boardroom at 9:01 a.m. as an electronic meeting due to concerns for the health and safety of Board members, staff, and the public presented by the novel coronavirus pandemic, COVID-19, in accordance with Section 21.8 of the Code of Iowa, as amended. Present: Lisa Green-Douglass, Pat Heiden, Royceann Porter, Rod Sullivan. Supervisor Janelle Rettig resigned effective April 18, 2021.

All actions were taken unanimously.
PUBLIC COMMENT
Iowa Citizens for Community Improvement members Pat Bowen, Ken Bowen*, Maureen Vasile*, Ann Houlahan*, and Dave Goodner*, SEIU Local 199 Office Manager Katie Biechler*, SEIU Local 199 President Kathy Glasson, and North Liberty Resident Manny Galvezspoke about their expectations for use of funds that the County will receive through the American Rescue Plan Act.

HOUSING TRUST FUND WEEK
APRIL 23-29, 2021
Summary: The Housing Trust Fund of Johnson County, founded in 2004, has been creating and preserving housing that is affordable and has committed more than ten million dollars for affordable housing. Board Action: Proclaimed April 23-29, 2021 to be Housing Trust Fund Week in Johnson County, and encouraged citizens to learn more about the Housing Trust Fund of Johnson County and their mission to promote and support affordable housing.
Motion by Sullivan, second by Green-Douglass, to approve Proclamation 04-22-21-01. Housing Trust Fund of Johnson County Executive Director Ellen McCabe* spoke.
Motion by Green-Douglass, second by Porter, to approve the claims on the April 22, 2021, Auditor’s Claim Register, as approved by a majority of the Supervisors.

Motion by Green-Douglass, second by Sullivan, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Green-Douglass, to receive and place on file the Recorder’s Report of Fees Collected for the month of March, 2021, in the amount of $253,672.28, as submitted by County Recorder Kim Painter.
RESOLUTION NO. 04-22-21-01
RESOLUTION SETTING A PUBLIC HEARING ON VARIOUS ZONING AND PLATTING APPLICATIONS AND AN AMENDMENT TO THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE
Summary: The Johnson County Planning and Zoning Commission filed its report and recommendations for certain actions. Board Action: Set a public hearing for May 13, 2021 at 5:30 p.m. in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the following zoning applications; James and Julie Agne (PZC-21-28012) and Chad Payne (PZC-21-28040); and on the following subdivision applications; Swisher 50 LLC (PZC-21-28025), Eric Whitaker (PZC-21-28041), Douglas Yansky (PZC-21-28043), Ledru Miller (PZC-21-28044), Michael and Carol Alber (PZC-21-28045), Donald and Scott Klemp (PZC-21-28048); and an Ordinance amending the Johnson County Unified Development Ordinance by repealing and replacing the Airport Zoning Code, and authorize the Auditor to publish the public hearing notice, effective April 22, 2021.

RESOLUTION NO. 04-22-21-02
RESOLUTION SETTING PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED TOTAL COST FOR THE JOHNSON COUNTY HISTORIC POOR FARM SITE DEVELOPMENT – PARKING AND CIRCULATION PROJECT, LOCATED IN IOWA CITY, JOHNSON COUNTY, IOWA
Summary: The Johnson County Historic Poor Farm Site Development — Parking and Circulation Project to be performed in Iowa City, Johnson County, Iowa, is deemed necessary; and the plans, specifications, form of contract, and estimated total cost prepared at the request of the Board of Supervisors of Johnson County by RDG Planning and Design, are set forth and are available for inspection in the office of the Johnson County Auditor. Board Action: Resolved to set a public hearing on the Proposed Plans, Specifications and Form of Contract for, and Estimated Total Cost of Johnson County Historic Poor Farm Site Development — Parking and Circulation Project, for Thursday, the 6th day of May 2021, at 9:00 A.M., Central Time in the Johnson County Board of Supervisors Boardroom, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, and authorize the Auditor to publish the public hearing notice, effective April 22, 2021.

Motion by Green-Douglass, second by Porter, to approve the Use and Indemnification Agreement for Storage and Distribution Space at 821 South Clinton Street with Field to Family for 2021 drive through farmer’s market distribution and storage effective April 26, 2021 through October 31, 2021.
RESOLUTION NO. 04-22-21-03
POSTING WEIGHT LIMITS ON JOHNSON COUNTY STRUCTURE NUMBER Q-22-2
Summary: The Johnson County Secondary Roads Department, having inspected, analyzed, and rated all bridges, has determined the Operating Rating for Johnson County Structure Number Q-22-2, located in Sections 21 and 22, Township 78 North, Range 07 West, has been lowered to ten (10) Tons. Board Action: Set a ten ton load limit for all vehicles on the above structure and its approaches, and affirm that the load limit shall be legal, valid and enforceable under the provision of the Code of Iowa, effective immediately upon adoption on April 22, 2021.
Motion by Green-Douglass, second by Porter, to approve Resolution 04-22-21-03.
RESOLUTION NO. 04-22-21-04

Summary: The Johnson County Secondary Roads Department, having inspected, analyzed, and rated all bridges, has determined the Operating Rating for Johnson County Structure Number O-25-1, located in Sections 25 and 26, Township 79 North, Range 08 West, has been lowered to ten (10) Tons. Board Action: Set a ten ton load limit for all vehicles on the above structure and its approaches, and affirm that the load limit shall be legal, valid and enforceable under the provision of the Code of Iowa, effective immediately upon adoption on April 22, 2021.

Motion by Green-Douglass, second by Porter, to approve April 1, 2021 as the official start date for GuideLink Center operations.
Motion by Porter, second by Green-Douglass, to approve resetting the reopening of County buildings to the public to June 1, 2021.
Motion by Green-Douglass, second by Porter, to approve the Telework Policy in the Employee Handbook.
Motion by Sullivan, second by Green-Douglass, to approve the Telework Agreement.
Motion by Porter, second by Green-Douglass, to approve the job description for the new position of Public Health Dental Assistant.
Motion by Green-Douglass, second by Porter, to approve the Amendment/Modification Agreement with Iowa Workforce Development (modification number A2 for Agreement Number 20-N-EC-WI-OA) to adjust the budget in the WIOA Title I – East Central Iowa LWDA Master Agreement.
