Roundabout detour

Construction of 382/Ely Road intersection to begin Aug. 7

SOLON– Construction is set to begin on a roundabout at the intersection of Highway 382 and Ely Road, west of Solon.
According to Assistant Johnson County Engineer Ed Bartels, Peterson Contractors Inc. (PCI) will begin work on the project Monday, Aug. 7, with completion in mid-November. PCI’s winning bid of $982,202.55 was approved by the Johnson County Board of Supervisors at a July 13 meeting.
Regular users of Highway 382 can expect several months of construction traffic and a detour of Ely Road.
The county’s secondary roads department and McClure Engineering hosted a public information meeting on the project July 26 at the Solon Public Library.
Bartels said about 30 people attended the session, which featured board displays of the design, traffic phasing and detour, with staff available to answer questions. Information on the proper navigation of a roundabout was also on display.
The roundabout is on a fast track for completion yet this year after being delayed by land acquisition and approval from the U.S. Army Corps of Engineers, Bartels said.
“I wanted to hold the public meeting after we had the contractor’s schedule so I could share that information before we started construction,” Bartels noted in an email. “Unfortunately, the window for the public meeting was really narrow.”
Signed contracts were received a week after the bid was approved, and the preconstruction meeting with PCI was held Monday, July 24.
“I knew not everyone that might have wanted to attend would be able to make it, but I was hoping to catch enough folks that the word would get around,” he explained.
The roundabout will be built in two phases, Bartels said, with traffic restricted to one lane with temporary traffic controls at each end of the work zone.
The north half of Highway 382 and the Ely Road portion will be reconstructed first, with traffic utilizing the south lane. Once that phase is completed, traffic will be re-routed to the new pavement on the north side while the south lane is rebuilt.
The project includes not only the roundabout but about 250 feet of Highway 382 approach on either side, along with about 800 feet of concrete up Ely Road to the entrance of A+ Lake Macbride Storage.
Some grading will be done to improve Ely Road’s approach, in anticipation of the construction of the Hoover Trail between Ely and Solon.
Ely Road will remain closed through both phases of construction, he said.
Bartels said detours will be marked for any through-traffic closures, and portable road messaging signs will be set up near the project.
The conversion of the intersection to a three-way roundabout is one of several long-planned, phased improvements for Ely Road (W6E) between Highway 382 and Ely.
Earlier in the year, county officials hoped to also repave a half-mile stretch of Ely Road between Highway 382 and 140th Street NE (adjacent to the Lakeview OHV park) in the 2017 construction season.
That stretch, expected to cost approximately $2.5 million, and the final two-mile section of Ely Road, at an estimated cost of $4.2 million, will now hopefully be completed by the end of 2018, along with flood mitigation efforts. The overall project will address a number of new box culverts, most notably major ones near Upmeier Farms and Lakeview OHV park. The intersection of Ely Road and 140th Street will also be reconstructed to accommodate turning tractor-trailers.
The end result will raise the road to 1 1/2 feet above the record level flood of 2008.
